Small and medium-sized enterprises are vital to the economic development of a country. The Party Central Committee and the State Council attach great importance to the service work of technological innovation for small and medium-sized enterprises. This year, the Central Office and the State Council issued the "Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises". The second is to continue to expand services to private technology companies and strengthen the construction of related innovation and entrepreneurship service systems. At the end of last year, the measures for the management of technology business incubators have been revised to further guide and promote the development of technology business incubators, accelerate the transformation of scientific and technological achievements, and accelerate the cultivation of a scientific and technological innovation and entrepreneurship ecosystem.
The third is to actively promote the implementation of relevant tax and fee reduction policies. For example, in terms of private technology-based SMEs, a total of 84,000 technology-based SMEs have enjoyed the relevant policies for the deduction of R&D expenses. In the past, the percentage of deductions was 150%, and now it has reached 175%. With the implementation of this policy alone, the extra deduction for technology-based SMEs will reach 150 billion, and the actual tax cut will reach 37.5 billion.
The fourth is to guide private technology companies to strengthen their innovation capabilities. For example, we support some enterprises, including private enterprises, to establish a number of enterprise state key laboratories and national engineering technology research centers. In the next step, we must continue to support enterprises to build national technological innovation centers.
